With virtually all tobacco advertisement phased out in the UK after the Tobacco & Promotion Act in November 2002, tobacco packaging has now become a leading promotional tool. 

EU law defines tobacco advertising as ‘any form of commercial communication with the aim or direct or indirect effect of promoting a tobacco product’.

Two thirds (66%) of regular smokers start before the age of 18 and two fifths (39%) before they turn 16. Of those that take up smoking, only half will stop before they die.

In 2012, the UK Government will hold a consultation on plain packaging to decide whether it could be effective in reducing the number of young people who take up smoking as well as help those who want to quit.

Plain packaging is simply as described – it would be standardised across all packs so that they look the same except for the brand name which would be printed in the same font. Pack colour and size would all be identical.  Graphic warnings would be added to both sides.
